Meet the Surveying Team

The two directors who founded Top Building Control are: Paul Clothier and Tom Randerson:

Paul is an ex-builder with an Honours degree in Building Surveying and is now a Chartered Building Engineer. He has been an On Construction Domestic Energy Assessor and Domestic Energy Assessor for 5 years and is also an ABBE qualified Fire Risk Assessor. Paul has over 25 years experience in the construction industry and been in Building Control since 2001, first as a surveyor, then a Principal and then a Team Leader. Paul has worked at both Market Harborough and Charnwood Councils prior to setting up Top Building Control with Tom in 2014.

Paul is a Class 2 Registered Building Inspector (RBI) which allows him to work on buildings that fall into categories A-F, both Domestic and Commercial building up to 18m high.

Tom Randerson retired on 31st March 2023. Tom’s phone and email divert to Admin.

Simon Wardle joined the workforce in May 2015.

Simon is a Chartered Building Engineer with 25 years experience in the construction industry. He is a qualified Domestic Energy Assessor, Commercial Energy Assessor (level 3 and 4) and Display Energy Certificate Assessor. Simon has been in Building Control since 2003, previously working for Charnwood Borough Council. Prior to this he was a Contracts manager for Marshalls Panabloc and Site Manager for local house builders William Davis ltd prior to that.  Simon is a Class 2 Registered Building Inspector (RBI) which allows him to work on buildings that fall into categories A-F, both Domestic and Commercial building up to 18m high.

Steve Costall joined the workforce in August 2016.

Steve has always worked in the construction industry starting as a carpenter and joiner then joining Harborough District Council as a Building Control Officer. He has been in Building control since 1988, with the 19 years as Principal officer. He has a Diploma in Building Control/Surveying and is a Chartered Building Engineer. During his career he has worked on the full range of projects including distribution centres, care homes and Schools.

In recognition of his excellent customer service and dedication to Building Control in March 2016 Steve was awarded the LABC East Midlands region superstar award.

Steve is a Class 2 Registered Building Inspector (RBI) which allows him to work on buildings that fall into categories A-F, both Domestic and Commercial building up to 18m high.

Steven Shellard joined the workforce in May 2018.

Steve joined Top Building Control in 2018 with previous surveying experience in the Social Housing Sector. He has gone on to become a chartered member of the  Chartered Institute of Building (CIOB) and member of the institute of Fire Safety Managers. (IFSM)

Steve is also an accredited Non-Domestic Energy Assessor and is a Class 2 Registered Building Inspector (RBI) which allows him to work on buildings that fall into categories A-F, both Domestic and Commercial building up to 18m high.

Ryan Toon joined the workforce in May 2026

Ryan joined Top Building Control in 2026 with over 20 years of construction experience. A fully qualified City & Guilds bricklayer, he has extensive new-build site experience, as well as experience teaching and assessing trainees, and previously owned and ran his own successful building company. With a long-standing interest in building regulations, Ryan joined the company to further develop his knowledge of the Building Regulations and Building Control. He is currently a Class 1 Registered Building Inspector (ACABE) and is working towards his Class 2 qualification.

Tom Hall joined the workforce in July 2023

Tom has an Honours Degree in Film and Media Studies from De Montfort University.  Working for 11 years as a production manager in the manufacture and installation of shop fittings and displays. Deciding on a career change in July 2023, he is now a fully qualified Registered building inspector and a valued member of the Top Building Control team.

Tom is a Class 2 Registered Building Inspector (RBI) Band A ACABE
