Form 4 – 5 Day Commencement Notification —

Notes:

Within 5 days of reaching the point at which the works are considered commenced (see descriptions below) you are legally required to notify us in writing to that effect.

The Building (Registered Building Control Approvers etc.) (England) Regulations 2024.

Requirement is regulation 15 (2).

Definition
The definition of “commencement” varies based on the type of building work: Complex Buildings: Commencement occurs when the foundations and the structure of the lowest floor level are complete.

Non-Complex Buildings where there are foundations Commencement is defined as when the foundations, any basement levels and the structure up to the ground-floor level are complete. This is typically the DPC stage.

All Other Building Work: Commencement is defined as occurring when 15% of the total project work is completed.

Once submitted we will review your Notice of Commencement to ensure the commencement conditions have been met. If we believe the work hasn’t reached the commencement stage, we will send you a rejection notice explaining why. If you disagree with the decision, you can appeal in accordance with Regulation 16 of The Building Regulations 2010.

NB This is not to be used to request a site visit.
